In Configure Filter dialog is tricky to get running.  On Windows it won't appear if import recognizes the file extension. For instance, it will automatically apply its known filter to files with .txt after them. Once I removed the .txt from the file I was attempting to import, the configure filter dialog appeared upon import. This needs to be stressed in some way.
